Beware of Out-Of-Scope Offers


In American Security Programs, Inc. (Jan. 15, 2010), GAO determined the awardee was ineligible to receive a Federal Supply Schedule task order because certain required services were outside the scope of the vendor’s FSS contract. Here, the RFQ was issued under three Special Item Numbers and the awardee offered services under only one of the SINs, which GAO decided was not broad enough to meet the task order requirements.
