GAO Finds Druyun Contracts Flawed

Following up on its grant on February 18 of Lockheed Martin's protest of the Air Force's award to Boeing under the small diameter bomb program, on February 24 GAO sustained protests filed by Lockheed Martin, L3 Communications Integrated System, and BAE Systems Integrated Defense Solutions, Inc., concerning the Air Force's award of a contract to Boeing for the C-130 Avionics Modernization Program because the Air Force could not show that the decision to award to Boeing was not affected by improper involvement and influence by Darleen Druyun, then the Air Force's Principal Deputy Assistant Secretary for Acquisition, who has now pled guilty to violating the provisions of 18 U.S.C. section 208(a) regarding conflicts of interest. GAO has recommended that the Air Force compete unperformed parts of the small diameter bomb program and has requested the Air Force to perform a thorough investigation and to report back to it concerning conflicts of interest allegations leveled by Boeing against Lockheed in that same program.
