The Hill Names Crowell & Moring’s Jim Flood and Scott Douglas as "Top Lobbyists of 2020"

Washington – December 15, 2020: The Hill named Jim Flood and Scott Douglas as two of the “Top Lobbyists of 2020.” The list recognizes individuals who “stand out for delivering results for their clients in the halls of Congress and in the administration.” In what has been a uniquely challenging year for influencers, the list features “the people who wielded their clout and knowledge most effectively for their clients.”

As Chair of Crowell & Moring’s Government Affairs Group, Flood advocates for clients before the White House, Congress, and federal agencies. A former counsel to Senator Charles E. Schumer (D-NY) and former federal prosecutor, Flood has more than two decades of experience providing strategic government affairs and legal advice to clients facing issues in the nation’s capital. He creates successful federal government affairs strategies and teams, incorporates legal and regulatory guidance, and builds and manages coalitions on behalf of clients in the defense, healthcare, government contracts, and terrorism victims’ space. 

Douglas, former Finance Director for U.S. Senator Mitch McConnell (R-KY), the current Senate Majority Leader, is a Senior Policy Director in the firm’s Government Affairs and Health Care groups. During his seven-year tenure in Senator McConnell’s office, Douglas developed and executed a fundraising plan for a successful reelection campaign that raised a then-record of more than $6 million. He utilizes his deep health care policy experience to assist health care companies, managed care, long-term care pharmacies and facilities, trade associations, and others with legislation before the U.S. Congress. Douglas also advises clients on effectively using grassroots, public relations, and crisis communications as an important component of broad-based government relations strategies.

Recent successes of Flood, Douglas, and the Government Affairs Group include working with executive branch agencies and Congress to support efforts to donate and fast track the delivery of much needed personal protective equipment (PPE) to hospitals across the nation during the COVID-19 pandemic, as well as assisting in the final push for the permanent repeal of the medical device excise tax. This tax repeal freed up valuable funds for innovation and expansion, and was widely seen as a major win for medical device companies.

In 2019, the Government Affairs Group led a team of lobbyists and lawyers that persuaded Congress to pass legislation to extend the multi-billion- dollar U.S. Victims of State Sponsored Terrorism Fund (USVSST), which compensates the families of American diplomats and civil servants who have been killed or injured in state sponsored terrorism. The fund provides much needed support for both overseas victims of terrorism and the families of loved ones killed on 9/11 in New York and D.C. Flood and Douglas’ legislative intervention saved the USVSST fund from being depleted and ensured the availability of funds for terrorism victims through 2030. In 2020, the bipartisan team has been helping lead a multi-firm effort to try to get legislation related to Sudan passed by Congress, which will provide hundreds of millions of dollars in additional funds for U.S. and foreign service national victims of the 1998 East African Embassy terrorist attacks and the victims of 9/11.
