Crowell & Moring's Government Affairs Group offers a highly experienced team of former congressional staffers and executive branch officials, including a federal Executive Level III confirmee, who bring a unique combination of access, public policy, and legal experience to the table. They have served on Capitol Hill, in executive branch agencies, as the presiding officer of a state legislature, and are bipartisan.

The chair of our Government Affairs Group is a former counsel to Senator Charles E. Schumer (D-NY), the Senate Democratic leader apparent in 2017. Another member of our Group is a former staffer to Senator Mitch McConnell (R-KY), the current Senate Republican leader. The members of our team are lobbyists and lawyers who have worked as legal and policy advisors to U.S. senators and members of the House of Representatives and committees in both chambers. The group also includes former in-house lobbyists for Fortune 500 companies who understand the corporate environment, former lobbyists for trade groups, and individuals who have worked on presidential and congressional campaigns. Our Government Affairs team understands the motivations of and interactions between legislators and regulators at all levels of government. The group provides high-level advocacy and policy development services to firm clients seeking government relations, crisis management, media relations, and related assistance before Congress, the White House, and agencies of the executive branch; and the group has had a number of successes—which saved clients millions. Through its experience, relationships, and knowledge, the group has been especially effective in the areas of health care, energy, and financial services. The group’s most recent success was passage of new legislation in Congress in 2015, which went from drawing board to law in just nine months. In short, the Crowell & Moring Government Affairs Group knows how to advocate and win for clients.

Health Care

The lawyers and lobbyists in the Government Affairs Group have decades of combined experience in health care. Their experience includes leading the federal and state government relations for a Fortune 400 health care company with over $6 billion in annual revenue. Members of Crowell & Moring’s Government Affairs Group have successfully advocated for changes to major health care legislation, such as the Affordable Care Act, Drug Quality and Security Act, Safe Doses Act, and others. They have assisted clients before the White House, Congress, the Department of Health and Human Services (HHS), the Centers for Medicare and Medicaid Services (CMS), the Department of Justice (DOJ), the Drug Enforcement Administration (DEA), the Food and Drug Administration (FDA), and other federal agencies.

Energy is another industry where the group has extensive experience. From resource extraction to generation to risk management, Crowell & Moring lobbyists have helped clients communicate their concerns to lawmakers and regulators. Among other areas, firm lobbyists have worked on new source performance standards for power plants, the clean power rule, LNG exports, fracking, and other environmental and chemical regulations affecting energy. Lobbyists in the group have worked on renewable energy issues, including wind, solar, and biomass. Clients have included power generators—fossil  and renewable—mining companies, refiners, and biomass producers, and the group has engaged Congress, EPA, Department of Energy, FERC, Department of Interior, Council on Environmental Policy, Pipeline and Hazardous Material Safety Administration (PHMSA), and many others on their behalf. The group's lobbyists have also won changes to the Energy Policy Act, Energy Independence and Security Act, Toxic Substances Control Act, and several farm and transportation bills on behalf of energy industry clients.

Financial Services

The Government Affairs Group has deep experience with financial services issues, and the group has been especially engaged on Dodd-Frank Act changes that affect commodity traders.  Our lobbyists have helped clients monitor implementation of the new reforms, and have engaged Congress and oversight agencies to clarify the new requirements. The lobbyists have been especially active on issues under the jurisdiction of the Commodity Futures Trading Commission (CFTC), such as new regulations concerning Swap Dealers, Major Swap Participants, Commodity Trading Advisers, and Commodity Pool Operators. The group also has a growing voice on nascent issues under CFTC jurisdiction, such distributed ledger technology, also known as blockchain (i.e., Bitcoin). Clients include major commodity traders, banks, price aggregation services, and a public pension fund.
