Craig D. Barrett is a senior counsel in the Government Contracts Group in Crowell & Moring's Washington, D.C. office. Craig is extensively experienced in matters of government contract formation and bid protest litigation, to include bid protest at the agency level, before the Government Accountability Office (GAO) and at the Court of Federal Claims. Craig is also experienced in contract negotiations, resolving disputes during the administration of government contracts, and particularly disputes to convert terminations for default to terminations for convenience. In addition, Craig is experienced with appeals of agency final decisions before the GAO Contract Appeals Board. As a result of his extensive government experience, he provides a unique government insider perspective on agency final decisions to include suspension and debarment actions. Craig also provides unique insight into the full range of legal issues surrounding the award or proposed award of government contracts, or the terms of an agency’s solicitation.

Prior to joining Crowell & Moring, Craig spent nearly 18 years in government service both as an active duty service member and as a civilian. Most recently, Craig served as associate counsel at the U.S. Government Publishing Office (GPO), where he advised on high profile procurement matters and was solely responsible for defending all bid protests, contract appeals, and suspension and debarment challenges, as well as advising contracting staff on the full range of government contracts issues. In that role, Craig played a lead role in the termination and recompetition of GPO’s $61-million contract for the printing of the 2020 U.S. Census, and frequently briefed Senate staff on the Agency’s procurement actions and proposed policy revisions, which he helped develop. Craig also successfully defended a multi-million-dollar pre-award GAO protest of GPO’s Secure Identification Documents and passport procurement, executed on behalf of the State Department.

Craig served as an active duty Marine Judge Advocate immediately after the attacks on 9/11. His service with the military continued as a civilian executing the role of Acquisitions Operations Manager for the Marine Corps Systems Command, the acquisition arm of the Marine Corps. In that capacity, he advised program managers on procurement actions in support of the warfighter and provided guidance on security-related issues associated with contractors’ performance on federal contracts. Committed to pro bono service, Craig has served as legal director for a 501(c) nonprofit organization, Operations Renewed Hope Foundation, that provides housing for homeless veterans and has donated countless hours for the Washington Legal Clinic for the Homeless.
