J. Michael Klise is a retired partner who was in the Environment & Natural Resources Group in Crowell & Moring's Washington, D.C. office. For over 25 years, he represented clients in citizen suits, rulemaking challenges, and other litigation in federal appellate and district courts, as well as in proceedings before administrative tribunals. His clients included national and regional trade associations and individual companies in the mining, timber, agriculture, chemical, and land development industries; county and municipal government entities; and quasi-governmental bodies, such as school districts, flood control districts, and multi-county coalitions.

His practice concentrated on the major federal wildlife protection and resource development statutes, including the Endangered Species Act (ESA), Migratory Bird Treaty Act, National Environmental Policy Act, National Forest Management Act, Surface Mining Control and Reclamation Act (SMCRA), and the Federal Land Policy and Management Act, as well as on regulatory issues arising under the Administrative Procedure Act, Freedom of Information Act, and Regulatory Flexibility Act.

He represented industry in litigation seeking judicial review of diverse federal regulations, from mine safety and health standards and surface mining rules to regulations controlling helicopter routes on the north shore of Long Island, New York. A particular focus of his work was the evolving law on the interplay between the ESA and other federal environmental laws, such as the Clean Water Act and Federal Insecticide, Fungicide and Rodenticide Act.
