Counsel

Stephanie L. Crawford is a counsel in Crowell & Moring’s Washington, D.C. office, practicing in the Government Contracts group.

Stephanie’s practice focuses on mergers and acquisitions, contract and regulatory compliance reviews, and counseling on supply chain, sourcing, and national security issues. Her practice supports clients in the aerospace & defense, communications, energy, information technology, and consumer products sectors.

Stephanie supports both buy-side and sell-side transactions. She has led government contracts diligence for numerous private equity entities and defense contractors. She assists clients with navigating post-closing government requirements, including unique license transfers and approvals, novation regulations, and Defense Counterintelligence and Security Agency communications.

Stephanie also works closely with the firm’s Mass Tort, Product, and Consumer Litigation Group and offers unique insight to clients beginning to offer products and services to the government. She supports government contractors facing potential tort litigation with a nexus to their government contracts. She also provides guidance to the consumer product industry and government contractors newly engaging with regulatory bodies outside their norm. In particular, Stephanie has assisted clients throughout the COVID-19 pandemic with evaluating and shifting to new production, assessing novel regulatory risks, understanding the Public Readiness and Emergency Preparedness Act, and preparing for or responding to Defense Production Act orders and requirements.

Stephanie has been recognized by Super Lawyers as a "Rising Star" in government contracts.

Stephanie’s pro bono practice focuses on a broad range of veterans’ issues, including disability ratings and discharge upgrades.

During law school, Stephanie worked in the Department of Defense and was senior editor for the Maryland Journal of International Law.
