Walter (Sam) Boone is an international trade analyst in Crowell & Moring’s Washington, D.C. office. He provides practice support to the International Trade Group on import regulatory matters pending primarily before the Office of the U.S. International Trade Representative (USTR) and U.S. Customs & Border Protection (CBP). He works closely with attorneys developing courses of action for clients impacted by investigations under Section 301 of the Trade Act of 1974 and Section 232 of the Trade Expansion Act of 1962. He also supports unfair trade investigations including antidumping (AD) and countervailing duty (CVD) investigations, sunset reviews, and changed circumstance reviews before the Department of Commerce and International Trade Commission (ITC). Sam has significant education and experience in trade data compilation and analysis.

Prior to joining Crowell & Moring, Sam served as a trade policy intern at the Corn Refiners Association, where he assisted in industry research and advocacy efforts pertaining to the United States-Canada-Mexico Agreement (USCMA), Section 232 tariffs, Section 301 tariffs on China, U.S.-EU trade relations, U.S.-Japan trade relations, and WTO amendments. In addition, he previously completed an internship at the U.S. Department of Commerce, working in the International Trade Administration’s (ITA) Latin America and Caribbean office. While at the ITA, Sam conducted research and wrote briefings pertaining to international trade in Latin America for over 25 projects.
