Danielle Rowan is a counsel in the firm's Washington, D.C. office and a member of the White Collar & Regulatory Enforcement practice group.

In her practice, Danielle represents both individual and corporate clients in investigations, criminal and civil litigations, and in responses to regulatory inquiries. Her practice spans a variety of subjects including healthcare fraud, price-fixing, securities fraud, cybersecurity, privacy, market manipulation, environmental crimes, consumer protection, the Foreign Corrupt Practices Act (FCPA), and the False Claims Act (FCA).

Representative Matters

  • Represented pharmacy in connection with DOJ criminal and civil investigation into alleged healthcare fraud and FCA violations.
  • Represented three individuals and a corporate financial-industry client in an SEC enforcement action involving a data breach and alleged security vulnerabilities. 
  • Defended an energy executive and corporate entity in connection with DOJ investigation regarding alleged violations of the FCPA and other federal offenses across multiple jurisdictions.
  • Represented healthcare company in internal investigation in connection with alleged FCPA violations at a foreign subsidiary.
  • Defended automotive company in connection with DOJ Environmental Crimes Section investigation into alleged Clean Air Act violations.
  • Represented executive at consumer products company in connection with parallel criminal and civil investigation in the Eastern District of Virginia (EDVA) regarding environmental disclosures.
  • Represented an executive in connection with an investigation by DOJ’s Antitrust Division into an alleged price-fixing scheme in the food and beverage industry.
  • Represented defense-sector government contractor in an internal investigation regarding potential corruption.
  • Acted as a seconded, in-house advisor to a consumer products manufacturer regarding product disclosures and advertising.
  • Counseled an automobile manufacturer on a new business model involving ride sharing, car sharing, and autonomous vehicles (AV). 

Danielle also maintains an active pro bono practice. She spent eight-months as Crowell’s loaned attorney to the Legal Aid Society, representing tenants on a busy docket of ten to fifteen cases at a time. At Legal Aid, Danielle argued numerous motions, represented tenants in a variety of hearings, in mediations, and provided on-the-spot advice to walk-in clients. At Crowell she has co-chaired a six-count criminal jury trial to-verdict, argued before the Maryland Court of Special Appeals, and successfully overturned a wrongful conviction on collateral review.
