John D. Conner, Jr. is a senior counsel in the Environment & Natural Resources Group in Crowell & Moring’s Washington, D.C. office. His practice focuses on pesticide and chemical regulatory issues.
For over 40 years, he has provided regulatory counseling to pesticide companies on a wide variety of registration, registration review, and enforcement issues relating to agricultural and non-agricultural pesticides. Since 1980, he has counseled joint ventures conducting product safety testing under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) and the Toxic Substances Control Act (TSCA) on their formation, antitrust, tax issues, and pesticide regulatory compliance issues. Mr. Conner serves as general counsel for the Industry Task Force II on 2,4-D Research Data and the MCPA Task Force Three.
Mr. Conner has also represented pesticide registrants before the Environmental Protection Agency in numerous significant regulatory proceedings, including hearings involving chlordane/heptachlor, dinoseb, and diazinon. He conducts internal FIFRA and TSCA compliance audits and assists clients in the development of compliance systems. He has also been involved in pre-acquisition environmental audits of chemical manufacturing plants.
He formerly served as chairman of the Board of Technology Sciences Group, a pesticide and chemical consultancy. Mr. Conner is listed in the 2013, 2018, 2019, and 2020 editions of Best Lawyers in America in the area of Environmental Law. He is also listed as a top environmental attorney in the 2017-2020 editions of Super Lawyers.
