Roma Sharma is a counsel in Crowell & Moring's Washington, D.C. office and a member of the firm's Health Care Group. Roma's practice includes counseling and representing health care providers, managed care organizations, and other health care entities in various regulatory and litigation matters. Roma primarily works with health care clients seeking to comply with regulations applicable to state and federal health care programs, health care anti-fraud and abuse laws, and licensing laws.

Recent representative engagements:

  • Drafting Medicare Shared Savings Program (MSSP) participant agreements and related governance documents for Accountable Care Organizations.
  • Analyzing and providing legal risk assessment of Medicare billing compliance for a pathology laboratory corporation.
  • Defending Blue Cross and Blue Shield companies in national and statewide class actions asserting antitrust claims.
  • Representing a physician practice in self-disclosures to the Centers for Medicare & Medicaid Services.
  • Acquiring state insurance agency licenses on behalf of a large health care corporation.
  • Representing MedStar Health as an Interested Party in a Certificate of Need application.
  • Assisting a large managed care organization comply with state law provider, labor, and HIPAA requirements.

In addition, Roma has an active pro bono practice. She is currently working on an applicant case as part of the Clemency Project. Roma also volunteers for Crowell & Moring's tutoring program with the Thurgood Marshall Academy, a D.C. Charter school with a pre-law focus.

Before joining Crowell & Moring, Roma interned with the Office of the General Counsel at the American Medical Association, the Health Care Bureau at the Illinois Office of the Attorney General, and the Federal Government Affairs and Public Policy division at Sanofi Pasteur. Roma graduated cum laude from The George Washington University Law School in 2015. She also holds a master in public health from The George Washington University Milken Institute, where she served as president of the Health Policy Student Association and was elected to the Delta Omega Honorary Society in Public Health.

Roma frequently writes blog posts and articles on emerging health information technology and fraud and abuse developments on the firm's health care blog, C&M Health Law. She is an active member of the American Health Lawyers Association.
