Simeon Yerokun is an associate in the International Trade Group of Crowell & Moring and resident in the firm's Washington, D.C. office. His practice focuses on advising clients on all areas of trade remedies, import regulatory compliance, and international trade litigation. His experience covers a broad spectrum of trade and customs issues, including those related to antidumping (AD) and countervailing duty (CVD) investigations before the U.S. Department of Commerce’s International Trade Administration (ITA) and the U.S. International Trade Commission (ITC) under the Tariff Act of 1930, and litigation involving the U.S. Court of International Trade (CIT).

Prior to joining Crowell & Moring, Simeon was a Trade & Finance attorney in the Office of Chief Counsel - U.S. Customs and Border Protection (CBP), where he focused on matters regarding the implementation of the U.S. – Mexico – Canada Agreement (USMCA), including new key requirements in the areas of Rules of Origin, Origin Procedures, Textiles and Apparel, and Customs Administration, among others. He also handled matters involving the application of the coastwise laws in the Merchant Marine Act, advised the agency concerning fiscal and appropriations matters, and worked on the CBP Air Preclearance expansion program.

During his time at the U.S. International Trade Commission, Simeon served as counsel to Commissioner Irving A. Williamson on antidumping and countervailing duty investigations, five-year reviews, and appeals thereof, and safeguard investigations. He also contributed to drafting Commission reports on various United States free trade agreements and general fact-finding investigations covering various matters related to tariffs or trade. In addition, during his time at the Commission, Simeon reviewed petitions for temporary elimination or reduction of duties for specific imported products submitted through the Miscellaneous Tariff Bill (MTB) Petition System. He also analyzed products classified at different levels of the Harmonized Tariff Schedule (HTS) of the United States to help produce Commission advice to the U.S. Trade Representative on the probable economic effect on total U.S. imports, U.S. industries, and U.S. consumers of the elimination of U.S. import duties on certain products that were considered for designation as eligible articles under the Generalized System of Preferences (GSP) program.

As a law student, Simeon served as technical editor of the Howard University School of Law Human Rights and Globalization Law Review.
