Toni Michelle Jackson is a first-chair litigator with extensive jury and bench trial experience. She has represented both plaintiffs and defendants in complex civil litigation, including employment, commercial, class actions, internal investigations, and civil rights. She is a partner in the Washington, D.C. office and a member of the Litigation and Labor & Employment groups. 

With experience in both private practice and the federal and District of Columbia governments, Toni most recently served as Deputy Attorney General of the Public Interest Division of the Office of the Attorney General for the District of Columbia. As Deputy Attorney General, Toni served as co- or lead counsel in several jury trials alleging violations of Title VII, the D.C. Human Rights Act, and as lead counsel in a class action under the Olmstead Act, ADA, and the Rehabilitation Act. She also negotiated successful resolutions of significant cases for the District of Columbia and participated in dozens of mediations to achieve the best result for her client. She routinely provided legal advice to the Attorney General and the Chief Deputy on cases of consequence to the District of Columbia. While at OAG, Toni received the Attorney General’s Award for Outstanding Head of a Division in recognition of her significant contributions in the areas of leadership, service, and training.

Toni previously served as a senior trial attorney at the U.S. Department of Justice in the Employment Litigation Section of the Civil Rights Division. Much of her work at DOJ centered on matters under Title VII of the Civil Rights Act of 1964 (Sections 706 and 707), enforcement actions brought under USERRA, and the defense of the U.S. Department of Transportation's Disadvantaged Business Enterprise program. During her time at DOJ, Toni conducted investigations involving allegations of discrimination by state and local governments in hiring, discipline, and retention. She was recognized for her work at DOJ with numerous awards for performance and special achievements.

Recent matters include:

  • Representing a major railroad in defense of MDL class action alleging multi-billion-dollar conspiracy to fix fuel prices.
  • Representing a major international company in defense of an alleged product defect class action.
  • Representing a major automobile manufacturer in multiple consolidated nation-wide class actions alleging vehicle performance defects, breach of warranty, fraud and consumer protection claims. 
  • Representing a major beverage company in prosecuting a lawsuit alleging trademark infringement and false designation origin.

Toni began her career as a law clerk to the Honorable Gerald W. Heaney of the U.S. Court of Appeals for the Eighth Circuit in Duluth, Minnesota. She later clerked for the Honorable John M. “Jack” Mason (Mag.) of the U.S. District Court for the District of Minnesota in St. Paul, Minnesota. Toni is a member of the District of Columbia Bar, and the U.S. Supreme Court Bar.
